Which airport you fly into will great depend on where you are flying in from and with which airline.
Tegel airport is the closest airport to the city center and considered the main airport. It's ideally located for sightseeing all of Berlin's main city sights but is also within easy reach of Spandau Citadel, Charlottenburg Palace, Leopoldplatz state park and other places of natural beauty and historical interest. It's the slightly larger airport of the two which provides more flights, both short haul and long haul with airlines including Air France, British Airways, Australian Airlines, United Airlines, KLM, Lufthansa, Qatar and many others. Tegel is a good airport for business travellers who are limited on time and need to be close to the city but it's also vital for international tourists coming from the U.S.A, Australia, and other far-flung destinations. Tegel airport does have regular public transport links to the city but there is no on-site railway station meaning passengers must either walk, get a taxi, or take a bus to the nearest train station which can be a hassle when travelling with young kids and a lot of luggage, in this case it's easier to take the express bus the entire way or hop in a taxi.
Schonefeld Airport is further out from the city center and mostly caters to budget airlines including Ryanair, Wizz air, and Easyjet with the majority of flights within Europe. It's a good airport for budget-conscious travellers whether solo travellers or families who are based within Europe, or flying on to other European destinations after Berlin but is lacking when it comes to airport lounges with just 2 currently available, however, since this airport mostly operates short-haul flights airline lounges are rarely required by travellers. Schonefeld airport benefits from having an S-Bahn station within the airport as well as good bus links into central Berlin so it's easy for visitors to reach central Berlin. Equally, if hiring a car and wanting to sightsee the countryside, this is the best airport to fly into.
It depends on your needs. Tegel operates flights with most of the worlds flag carriers such as Lufthasa, Air France, British Airways, Qatar, and many others which provides travellers with the most choice but often at an added cost. Due to the flag carriers flying here there are lots of airport lounges to choose from should you need extra comforts whilst waiting for your flight. The one drawback to Tegel airport is its lack of train station within the airport meaning passengers must take a taxi, walk, or take the shuttle bus from the airport to the train station to get onto the S-Bahn or U-Bahn but it's not far - a 5 minute bus journey or a 10 minute walk. People travelling with kids and lots of luggage might prefer the convenience of not having to change public transport despite the longer journey time from Schonefeld airport.
